Interview: ‘Australia is a Very Valuable Prize For The CCP’

澳洲學者 Clive Hamilton 所寫的 <Silent Invasion: China’s Influence in Australia> (無聲入侵: 中國對澳洲的影響) 在被三家出版社以懼怕北京報復爲由退稿後,終於在 2018 年 2 月出版。在書中 Hamilton 描述了中國共產黨如何利用收買和動員澳洲精英及部分華僑進行滲透工作,包括拉攏政客、影響學術自由、恐嚇批評者、收集情報、組織反政府政策的遊行等。然而 Hamilton 開出的藥方 —— 鬆開中國的經濟紐帶和弱化兩國來往也受到了一些質疑。

北京的目標之一是消滅對北京方面任何行爲的反對意見,如果成功,澳洲將會讓中國予取予求。目前北京已經達到一定成就,比方說澳洲的工黨已經和北京關系良好:

Beijing’s objective is to … pacify criticism of Beijing’s actions and Beijing’s policies. If it succeeds in doing that through this campaign of influence in Australia, it will essentially make Australia not so much a client state, but a country which is unwilling to resist whatever Beijing does—for example, in the South China Sea—and essentially succumbs to Beijing’s demands.

有些學者批評 Hamilton 將文化衝突 (culture clash) 和入侵混爲一談,Hamilton 以澳洲華人社群以及華人學者對該書的普遍肯定作爲反證,表示北京不過是躲在”中華文化”後面進行政治操作:

Many China scholars in Australia have come out an endorsed, in an open letter, exactly the kinds of claims that I am making in my book.

中國共產黨最擅長的手段是經濟黑函 (blackmail),這種威嚇手段已經多年被用在臺灣、南韓和日本上,在澳洲目前還只是潛在威脅。但澳洲政客和商人知道北京的能力,所以已經在許多和中國有關的事務上非常克制:

Because people know that Beijing is capable of causing a great deal of economic pain to other countries when they are acting ways it doesn’t like, Australian decision-makers are very wary and constrain their own actions in ways that satisfy Beijing because they see what Beijing might do. It’s a very effective way of exerting influence.
